Governance and people

Co Cars is an independently owned not-for-profit social enterprise that has been established since 2005. As a social enterprise its commitment is to provide services that change the way people move for the benefit of society and the environment. As a not for profit Co Cars re-invests its surpluses into improving its services to the community.

The Society

Co Cars Ltd (“Co Cars” or the “Society”) is a registered society under the Co-operative and Community Benefit Societies Act 2014, registered in England with the registered number 31432R, and office at 46 Majorfield Road, Topsham, Exeter, Devon, EX3 0ES. It has been registered since 2005.

Co Cars runs a number of services under the ‘Co’ brand which share management, operations and resources. Currently, these are Co Cars, the on-demand car club; Co Bikes, Exeter’s electric bike hire network and Co Delivery, electrically assisted cargo bike deliveries for Exeter businesses.

Member benefits

Membership of the Society is afforded to holders of community shares. Co Cars operates on a one member, one vote principle regardless of the size or value of the member’s shareholding

Every investor becomes a member of the Society, eligible to an equal vote on all matters at AGMs and in elections to the society’s board of Directors (elections in which any member can stand too).

Members will be kept informed of developments through the Co Cars website, by e-mails where the member so wishes, newsletters, surveys, annual reports and Annual General Meetings.


The Society's Board of Directors is made up of electric car and bike users, and Co Cars' social and environmental mission to provide low carbon, on demand, shared mobility for all is defined in its governing documents. Co Cars recruits the bulk of its Board from its membership, and everyone is invited to attend and participate in the Annual General Meeting (AGM) where all new director appointments must be proposed and seconded by existing members.

Board of Directors and Senior Management Team

The Board of Directors of Co Cars includes Non-Executive Directors who are not involved in the day to day running of the business, and Executive Directors, who are. This provides a good balance, ensuring that decisions taken by the Board are realistic and practical, while also harnessing the expertise of a diverse range of people with very different skillsets and expertise. It also ensures that the strategic direction agreed by the Board is fully understood by those leading the SMT.
